Shwebo was founded at an astrological time which yielded not a "number of stability" but a "number of movement". Therefore, King Naungdawgyi abandoned the royal city and palace of Shwebo and moved to Sagaing to build a new royal city and new palace. In 1761, the temporary palace was built in Sagaing. The Royal City under construction was named 'Jeyapura". King Naungdawgyi died while he resided at the temporary palace. The construction of the Royal City was not finished. The palace in the Parabaik was just a temporary palace.

The temporary palace where King Naungdawgyi, the holder of the title, 'Siripavaramahadhammaraja' and Kandwin pagoda donor, resided in Sagaing in 1123 (A.D.1761), before the palace was built. 15 apartments.
